Program goal is to assist eligible Colorado residents gain access to telephone service by saving 50% of the basic telephone hook-up charge and deductions on monthly phone bills. Program goal is to assist eligible CO residents gain access to telephone service by saving 50% of the basic telephone hook-up charge. Many Colorado residents may not have telephone service because they cannot pay the basic telephone hookup charge. This program is offered through Qwest Communications. The program will pay for one-half of the telephone installation fee for qualifying individuals.
