Program goal is to assist eligible CO residents gain access to telephone service by saving 50% of the basic telephone hook-up charge. Many Colorado residents may not have telephone service because they cannot pay the basic telephone hookup charge. This program is offered through Qwest Communications. The program will pay for one-half of the telephone installation fee for qualifying individuals. The remaining charges will be spread out in payments over a few months. *Contact for this program is made through the local telphone company.
